The Policy-Based Network Management (PBNM) paradigm offers techniques to automate management across diverse and distributed environments. It allows operators to dynamically change the behaviour of managed systems in response to evolving operational needs without the need for per device intervention. We describe in this paper a policy-based management architecture tailored for deployment in maritime networks. The policy framework is based on the Service Oriented Architecture (SOA) and Web Services (WS) standards promoted by the World Wide Web Consortium (W3C). Three policy-based routing and QoS management services have been developed using this framework.
