Net-Centric Conversations: The unit of work for network centric warfare

Net-centric capabilities are implemented by aligning the contributions of participants (human and machine) with the NCW hypothesis, by leveraging new processes, self-synchronization and collaboration of participants to yield increased mission effectiveness. In order to survive and adapt in the face of an ever changing adversary, these net-centric capabilities must be repeatable and rapidly evolvable. We introduce Net-Centric Conversations (NCC) as a persistent multi-lateral agreement across a set of relationships between sensors, shooters, decision makers and other participants which create a repeatable and rapidly evolvable net-centric capability. Repeating a net-centric capability requires institutional memory of the participants and their relationships, for which we introduce a new NCC discovery service, beyond the four original DISA NCES discovery services (people, content, services, metadata). Rapid evolution requires tight coordination of discovery, security and computing management domains, for which we define the management requirements to support NCCs within a sub-enterprise. We conclude with a review of the first NCCs being implemented within the Global Combat Support System – Air Force (GCSS-AF).

Harvey Reed joined MITRE in 2004. He is currently the Chief Engineer for the Global Combat Support Systems for Air Force (GCSS-AF). He led the requirements and design for the first Enterprise Service Bus (ESB) in the Air Force, delivered in March 2005. He is currently formulating the future vision for Interoperation and Integration in the Operation Support Wing of the Air Force. He was a voting member of the OASIS WS BPEL TC (Business Process Execution Language) during the first year of the BPEL TC. Fred Stein, a retired Colonel of the United States Army, joined the MITRE Corporation in April 1998. He is currently MITRE Senior Engineer for Network Centric Warfare. Fred’s position and location at Ft Hood Texas within the Central Test and Support Facility provides him the opportunity to interface directly with the Army as it digitizes its force and moves toward the Future Combat Systems. He also serves as a member of the the Swedish National Advisor Board on Network Based Defense, advisor to the Office of Secretary of Defense Office of Force Transformation and Assistant Professor of Information Warfare/Network Centric Warfare at the Army War College.
