Towards Global Maritime Domain Awareness-- A technical perspective

In the era of ever-decreasing military assets, improving the situational awareness of maritime domain is an essential component of the efforts to secure the maritime domain from threads, especially from the thread of terrorism. With its own particular challenges, maritime domain has to be studied very carefully in order to be able to reach appropriate solutions. Along with all the challanges, non-military systems such as Commercial Automatic Identification Systems (AIS), supported by multi-nations, provides a considerable input for global maritime picture. With the increasing amount of data and information provided by such commercial systems, we propose to have a layered approach for maritime picture compilation, namely unclassified and classified levels of maritime pictures. Huge amount of data in the unclassified level dictates utilization of modern software and data mining technologies to produce meaningfull and usefull information for the systems with higher classifications. Hence, integrating different information sources and establishing and maintaining the “recognized maritime picture” for maritime domain awareness is still difficult and there are still some research topics to be addressed.

Metin Balci graduated from Turkish Naval War Academy in 1986. After serving 5 years in different types of ships in Turkish Fleet Command and Turkish Coast Guard Command, was selected to join the education in Computer Science in US.Naval Postgraduate School in Monterey California. After having his Master Degree in CS in 1991, he joined Turkish Navy Automatic Data Processing Center in Turkey. He then was selected as the "core" member of the Turkish Navy Research Center and was sent to on-the-job-training course in the Netherland for 15 Months. After this training, he served as the Chief Engineer for Software Development and later for Software Design in Turkish Navy R&D Center. In the mean time, Metin Balci got his PhD. in Bogazici University in Istanbul in 2000. His PhD Thesis was " A Corba Based infrastructure for Military Command and Control Systems". He worked on projects, small to large scale, in different levels of responsibilities. He has experience on command and control systems, data link systems, tracking, sensor data fusion, information fusion, Geographical Information Systems, middlewares and AIS Systems. As his current assignment, He is (Acting) Plans and Coordination Branch Head of Communication and Information System Division in CC-MAR Naples since August 2005. He is technical project manager of Maritime Information Security System that is initiated from CC-MAR NAPLES for prototype/experiment purposes.
