The Institute for Defense Analyses (IDA) was tasked by the United States Joint Forces Command Joint Center for Operational Analyses – Lessons Learned (JCOA-LL) to assist JCOA-LL extract the bandwidth lessons for the network and communications architecture employed in Operation Iraqi Freedom (OIF) for Joint Combined Combat Operations (JCCO). This paper describes the overall OIF communications architecture in narrative terms. Analyses of bandwidth were conducted in terms of architecture, capacity, usage, and performance for before, during, and after JCCO. Bandwidth for OIF Area of Responsibility (AOR) from the perspectives of the global theater, reachback, Services, and users at the last tactical mile are presented. Lastly, key conclusions and high level recommendations addressing significant communications and network management capacity shortfalls limitations, and areas of potential improvement are provided.
