Network Centric Systems and Technologies
Rich Williams
The Network Centric Systems & Technologies Session will be devoted to the discussion of systems and technologies that set the foundation for the DoD transformation to Net-Centric operations. In his exciting session topics to be explored include: performance of future Mobile Wireless Communications Networks, a discussion on a technique to measure the effectiveness of Network Centric Warfare, and a snapshot of future technologies to improve information delivery to the tactical edge.

Mr. Williams is a graduate of Lehigh University, Bethlehem, PA with a Bachelor of Science degree in Electrical Engineering. He has undertaken postgraduate communications engineering study at the George Washington University, Washington D.C. and attended the Federal Executive Seminar Center. Mr. Williams is currently the Vice Principal Director for the Global Information Grid Enterprise Services Engineering Directorate of the Defense Information System Agency. The Engineering Directorate is composed of over 900 government and contractor personnel. The Directorate’s vision is to plan, engineer, acquire, and integrate Joint, interoperable, secure global net-centric solutions satisfying the needs of the Warfighter. Previously, Mr. Williams was Chief of the Transport Engineering Division and responsible for system engineering activities related to the DOD Teleport Program, Satellite Communications (SATCOM) including military and commercial satellite and ground systems, wireless network systems, terrestrial networking including local, metropolitan, and wide area transport systems, network security, the transition to Internet Protocol version Six (IPv6) and for Strategic Communications. He also served in the Army Signal Corps at Fort Huachuca, Arizona and received the Meritorious Service Medal. Mr. Williams is a member of the IEEE and the AFCEA. He has published technical papers, given presentations at conferences and was a lecturer for the AFCEA Professional Development Center and the Marine Corps Communications Officers School. He has received numerous awards for special and outstanding service and was selected to the Senior Executive Service in July 2003.
