The Classified Technical Program (CTP) is soliciting papers relevant to communications and information processing systems, technologies, and capabilities in the decade beyond 2010. For detailed topic coverage, please visit the Call for Papers section of this site. Technical papers containing classified (up to DoD Secret) or ITAR-sensitive information are appropriate for the Classified Technical Program.

SPECIAL INSTRUCTIONS FOR THE CLASSIFIED TECHNICAL PROGRAM

  • All persons wishing to attend and/or participate in the CTP must, at a minimum, possess a current Secret personnel security clearance and be a U.S. citizen.
  • Non-U.S. originated papers will NOT be accepted for the CTP.
  • All titles, abstracts and author names and affiliations for papers in the CTP must be unclassified.
  • Starting in 2010, MILCOM is using EDAS for Classified Technical Program paper registration, but is using other means for abstract and manuscript submission and review. Users unfamiliar with EDAS are encouraged to review the Introduction to EDAS: MILCOM 2010 Classified Technical Program when first using EDAS for paper registration.
  • No classified, ITAR-sensitive, or FOUO material is to be entered into the EDAS system.
  • Draft papers will undergo a peer-review process as part of the acceptance process.
  • Please be aware that if a paper is accepted, at least one of the authors must register and attend both the conference and the Classified Program.

PAPER SUBMISSION PROCESS SUMMARY

The main steps to submit a paper to the classified program of MILCOM 2010 follow:

  1. Determine the appropriate track and topic areas for your paper from the Call for Papers.
  2. Submit your title on the MILCOM 2010 Classified Program EDAS Submission Page. Be sure to add the information for all of the authors of the paper. Receive an email with the paper registration number.
  3. Send an UNCLASSIFIED abstract (up to 1000 words) for your intended paper in an email to: Mark Ptak. Include the paper ID number and the names and citizenship of each author. Abstracts must not contain information that would restrict their public release.
  4. Complete the Sponsor Release Form, previously called Form H in 2009.
  5. Sponsor Release Form must be approved by sponsor prior to draft paper submission.
  6. Have your Document Control office mail three (3) CDs with softcopy (Adobe PDF format preferred) of your draft paper via U.S. Registered Mail or U.S. Express Mail by April 9, 2010, to the address for classified correspondence listed below. Transmit classified material in accordance with the DoD National Industrial Security Program Operating Manual (NISPOM).
  7. Receive notification of acceptance of your paper by email by June 18, 2010. Peer review results for you paper will be sent to you by this date.
  8. Have your Document Control office mail three (3) CDs with softcopy (Adobe PDF format preferred) of your final camera-ready paper via U.S. Registered Mail or U.S. Express Mail by August 6, 2010 to the address for classified correspondence listed below.
  9. Have your Document Control office mail a CD of your final presentation using the MILCOM 2010 PowerPoint template 3 weeks before the conference date.

ABSTRACT FORMAT AND PURPOSE

Abstracts should be 10 to 1000 words. Abstracts must not contain information that would restrict their public release. Abstracts will be used for planning purposes only and will not be evaluated for technical merit.

PAPER FORMAT

Manuscripts for the technical program can be up to six (6) pages in length, two-column, single-spaced, on U.S. letter paper (8.5 inches by 11 inches), with 10 point font for the body. Final papers that exceed six (6) pages will be assessed a per-page. Over-length charge of $350/page, up to a maximum of ten (10) total pages. Manuscripts must be submitted in PDF format. Other formatting should follow the IEEE standard conference format: the IEEE provides a Word templates and LaTeX style files. Only original manuscripts that have not been published or submitted for publication elsewhere will be considered.

INSTRUCTIONS FOR MARKING CLASSIFIED PAPERS AND PRESENTATIONS

The Classification Marking example below shows a properly marked document. Format, typing and instructions for unclassified papers also apply to classified papers.

Sample Format

The Classification Marking Example shows a properly marked Classified document. For Unclassified documents, mark top and bottom of pages with UNCLASSIFIED. Mark each paragraph according to its highest classification level. This paper sample is unclassified. Security markings are for illustration purposes only.

The first and last page must reflect the overall classification of the paper and presentation,and each subsequent page marked to reflect the highest classification of the information on that page. Be sure to label all pages that do not contain classified material as unclassified and mark all such portions with (U). Use 14-point. Times Roman bold font for the classification markings, centered at the top and bottom of the pages.

All of the following information must appear on the first page:

  • The level of the highest classification shall be at the top and bottom of title page
  • Derivative classified presentations can only be up to the SECRET level
  • Presentations must be properly marked with the level of classification and appropriate dissemination control markings, etc., SECRET/RelTo
  • The following declassification information shall be included:
    • Derived From: List the name of the document that is the source of derivation classification
    • Declassify On: Indicate date of declassification from the source document
  • Title followed by classification of the title in parentheses; All titles must be unclassified
  • Author, organization, and location
  • Enter standard notation "Multiple Sources" on the "Derived from" line of the derivative document to indicate that more than one classified source was used.
  • Declassify on: Indicate date which is most remote from Multiple Sources used

CLASSIFICATION SOURCES

To complete the "Derived from" line, identify the applicable DD Form 254 or other classification guide. If the source is DD Form 254, include the date and applicable contract number. If the source is a classification guide, identify the guide and its date. If there are two guides, cite both. If there are more than two guides use the phrase "Multiple Sources." Maintain a bibliography of the multiple sources.

PORTION MARKING

Mark each section, part, paragraph, subparagraph, or portion, to show the level of classification or that a portion is unclassified. Use a capital letter in parentheses: (S), (C) or (U) to denote Secret, Confidential, and Unclassified, respectively.

HEADINGS, SUBHEADINGS, AND CAPTIONS

Place the abbreviated marking before the first word of a heading, subheading, or caption. This marking must indicate the classification of that item only, except when a second-level heading is included in the first line of a paragraph. In this case, the marking must show the classification of the paragraph.

Lists are marked as follows:

  1. (U) Items preceded by letters
    • (C) This subordinate portion contains (CONFIDENTIAL) information
  2. (U) Items in list preceded by numbers
    • (S) This subordinate portion contains (SECRET) information
    • (C) This subordinate portion contains (CONFIDENTIAL) information

FOOTNOTES

Mark each narrative footnote with its own classification preceding the footnote.

ILLUSTRATIONS

Fully enclose each illustration, photograph, figure, graph, drawing, chart, table and similar display material, and clearly show its classified or unclassified status. Place the unabbreviated classification marking in the lower left corner of the box, i.e., SECRET or CONFIDENTIAL.

TABLE TITLES

Use a letter in parentheses to indicate the classification of a table title. Center the table number and title on one line above the table with the classification marking between the number and first word. Type the table classification in the lower-left corner of the table.

REFERENCES

Place the classification of the document after the title when referencing classified sources. No identifier is required after the title when referencing unclassified sources.
