The Unclassified Technical Program consists of papers relevant to communications and information processing systems, technologies, and capabilities in the decade beyond 2010. For detailed topic coverage please visit the Call for Papers section of this site.

 
Important Dates

Acceptance and rejection notices were mailed on July 2, 2010. Final manuscripts and forms must be entered in EADS.

  • Final Papers Due: August 13, 2010

SCHEDULE

The Unclassified Technical Program consists of 415 papers presented in 82 sessions. The sessions will be held in meeting rooms in the San Jose Convention Center and in the attached Marriott Hotel. Follow the link below for the latest available information on the schedule of sessions:

FINAL MANUSCRIPT FORMAT

Manuscripts for the technical program can be up to six (6) pages in length, two-column, single-spaced, on US Letter paper (8.5 inches by 11 inches), with 10 point font for the body. Final papers that exceed six (6) pages will be assessed a per-page over-length charge of $350/page, up to a maximum of nine (9) total pages.

Special formatting requirements for final manuscript:

  • Do NOT include page numbers on your final manuscript.
  • Do NOT include any copyright information on the final manuscript.
  • (These two pieces of information will be added to your manuscript electronically before publication.)

Other formatting should follow the IEEE standard conference format: the IEEE provides Word templates and LaTeX style files.

Manuscripts submitted to the Unclassified Technical Program cannot contain any classified, export-restricted (e.g. ITAR), or otherwise restricted (e.g. FOUO) information. Only original manuscripts that have not been published or submitted for publication elsewhere will be considered.

FINAL MANUSCRIPT PDF REQUIREMENTS

Manuscripts must be submitted in PDF format. IEEE requires that the PDF file:

  1. Must be PDF 1.4 (Acrobat 5) or later.
  2. Must be created with a PDF distiller (including saving as a PDF from Word or generating a PDF from LaTeX using pdflatex or dvipdf) Scanning is not permitted.
  3. Embeds all fonts. Doing so helps makes sure that the mathematics appears as intended and improves text searching in the PDF.
  4. Does not have a password or other security settings.
  5. Does not contain any bookmarks or links.
  6. Does not contain crop marks, registration marks, date stamp, time stamp, or any other mark that does not appear in the official version of the publication.
  7. Does not contain any PostScript that overrides the settings file.
  8. Does not use PDF attachments.
  9. Does not consist of a PDF Package or Merged PDF, a PDF 1.7 (Acrobat 8) feature.

These criteria are from the PDF Specification for IEEE Xplore, which also provides additional details on these requirements. If you are using Acrobat Distiller to create your PDF, you can find Acrobat Distiller setting files on their IEEE Publishing Technology Resources page.

Recent versions of Word can save files as PDF, but Word 2003 and older do not. The EDAS FAQ lists the following tools for conversion of Word files to PDF:

There is also free or inexpensive software that installs as a printer driver and performs that conversion, including PrimoPDF. MILCOM and EDAS have not tested these tools, so use at your own risk.

The most common problems encountered in submitted PDFs are external links and fonts that are not embedded. Please consult the EDAS FAQ for suggested techniques to embed all fonts.

FINAL MANUSCRIPT SUBMISSION

The main steps to submit a paper to the unclassified program of MILCOM 2010 are:

  1. Obtain release permission from all sponsors, if necessary.
  2. For each accepted paper, one author, who is acting as a representative for all of the paper's authors, must complete the Public Release Approval form before submission of the final paper, even if the works was not sponsored by a government agency. Any author can view all of their manuscripts on the My papers tab in EDAS. Click on a title to view the paper details and then click the pencil icon () next to "Public Release Approval" to fill out that form.
  3. Authors must complete the IEEE Electronic Copyright form before the final manuscript is submitted. From the paper details view, find the "Copyright form" row of the table, and click the plus icon () in that row. You can also submit the copyright form directly from the My papers tab in EDAS. Find your paper's title in the table, and click on the copyright symbol (it is in the "Copyright" column) in that row.
  4. Ensure that ALL authors that are listed on the PDF manuscript are also shown in the EDAS information table for your paper, and that the abstract in EDAS is the same as the abstract in the PDF manuscript. We need the information in the EDAS table to be accurate for use in the schedule and for use by IEEE. Failure to have accurate information in EDAS may prevent your manuscript from being published.
  5. From the EDAS paper details view, upload your paper by clicking on the upload icon () in the table next to "Manuscript". You can also directly upload manuscripts from the My papers tab in EDAS. If your manuscript is more than 6 pages, you will be given the option to pay for additional pages at this point. Click on the words "pay extra" in the yellow call-out box, and choose whether you want to pay for 1, 2, or 3 extra pages at $350/page. Overlength page charges must be payed in EDAS using a major credit card (including Visa, MasterCard, American Express, and Discover).
  6. At least one author must register for the conference and present the paper: MILCOM 2010 Registration Form. Early registration ends on August 31, 2010.
  7. The presenter should be specified on the paper details page by clicking the pencil icon () in the Presenter row of the paper information table. Presenters are also encouraged to provide a brief biography, which can be entered on the "My Profile" tab in EDAS. Papers that are not presented at MILCOM 2010 in San Jose will be removed from the proceedings.

STUDENT TRAVEL GRANTS
(APPLICATIONS DUE BY AUGUST 15, 2010)

Travel grants are available to U.S. and international students that satisfy the following conditions:

  1. Must be a full-time student. Full-time student status must be verified by the student's faculty advisor.
  2. Must be an author of a paper accepted to MILCOM.
  3. Must present the paper at MILCOM 2010 in San Jose.
  4. Authors may only receive one travel grant.
  5. Only one author per paper can receive a Student Travel Grant.

Eligible students should submit a travel grant application by August 15, 2010 at the following link (on EDAS):

Your faculty advisor should be listed as the "recommender" in the EDAS travel grant application.

The amounts of the travel grants will depend on the regions from which the applicants are traveling and on the number of applicants. Funds will be released to the student at the conference after the session chair verifies that the student presented the paper.

VISA LETTERS

To obtain a visa to attend MILCOM 2010, some embassies will request presentation of a letter of invitation from the conference sponsors. Authors of papers accepted to MILCOM 2010 can get a signed, PDF letter through EDAS. From the EDAS Home Page or EDAS My Papers page, find the row with your MILCOM 2010 paper and click on the () in the "Visa letter" column of the table. Visa letters can also be requested on your paper's information page in EDAS.

Authors who require that a letter be sent through the mail or conference registrants who are not authors may request a visa letter through the IEEE ComSoc Visa Request Form.

PRESENTATION
(PRESENTATION FILES DUE BY SEPTEMBER 30, 2010)

All papers accepted for publication at MILCOM 2010 must be presented at the conference. Presentations will run in 25 minutes slots, which allows 20 minutes for the talk, 3 minutes for questions, and 2 minutes to switch over to the next presenter. The schedule will be strictly adhered to, so presenters should not prepare presentations that will last more than 20 minutes.

Presenters are requested to use the MILCOM 2010 PowerPoint Template in preparing their presentations. Presentations should be in PowerPoint or PDF format. The presentation file must be uploaded to EDAS (which will also accept a Zip file in case an presentation includes video or audio files). If you have video or audio files, please notify the Unclassified Technical Program Chair, John M. Shea, as soon as possible.
